We are looking for an experienced Health and Safety Officer to expand our growing team.

Salary: Up to £34,527 gross per annum (subject to experience and qualifications)

Contract: Permanent full time

1.             PURPOSE

 Execute the role of ‘competent person’ for health and safety and assist Cartrefi Conwy Group (and its subsidiaries) in achieving compliance as per legislative requirements and best practice that promotes a proactive and highly visible safety culture

 Embed, complete and monitor a Health and Safety regime of audits and inspections of both internal and Contractor Compliance, contributing to improvements in the overall health and safety performance of Cartrefi Conwy Group as a social landlord.

 To provide generalist health & safety advice and guidance on all aspects of landlord safety and operational health and safety matters.

 Ensure that health and safety statistics are developed and accurately recorded and provide timely analysis of the data to highlight key trends and potential causes for concern, along with practical solutions in line with the Group strategic objectives within the business plan.

 2.             DIMENSIONS Scale & Diversity

 Provision of advice and support in relation to the Health & Safety responsibilities of the Group including compliance management of contractors, group stock dispersed across the County of Conwy and business areas which includes a variety of stock such as sheltered accommodation, garages, bed-sits, family houses and flats, development/construction sites, offices, factory; and  in addition, land holdings, pathways, communal areas and leased properties.

3.             MAIN ACCOUNTABILITIES

  To actively promote a positive Health & Safety culture across the Group, to include the development of regular health, safety and welfare initiatives to include employee involvement at all levels within the Group.

 To have an active role, providing technical knowledge and guidance, in Group risk assessment, procedure and policy reviews.

 Monitor various Health & Safety systems and programmes, to ensure records are accurate and up to date in a timely manner.

 Establish, maintain and deliver an annual rolling plan of inspections. Including carrying these out in conjunction with key stakeholders within Group , monitoring and reporting actions and addressing matters arising from these inspections to help develop safe and well maintained communities and construction sites where the company is a joint partner.

 Engaging with Contractors and other external stakeholders, acting as key point of contact for the Group in Health & Safety matters including insurance claims.

 Research and provide support and advice to all areas of the business across Cartrefi Conwy Group in all areas of Health & Safety, in line with current legislation and best practice.

 Lead, complete and maintain details records with the results of inspections, accident/incident investigations and audits; outlining improvements that are reasonably expected and monitoring compliance with key stakeholders.

Provide timely analysis of compliance and audit data to highlight key trends and potential causes for concern in relation to Cartrefi Conwy Group, making recommendations for prioritisation and practical solutions including preparing data as required that will be taken to various meetings, committees and Boards. Prepare for external audits and other inspections and ensure compliance with legislative requirements.

 Mentor, support and develop employee competence and confidence in identifying and managing health and safety risks relating to Group Cartrefi Conwy’s business areas including members of the Health & Safety Team..   

Lead on the design and co-ordination of risk assessments across the group.

Lead on Health & Safety award submissions and accreditations.

Oversee the implementation of the health surveillance programme.

Mentor and support the elected Health & Safety Representatives across the group

In agreement with the line manager, this role permits the use of the post holder’s discretion in how they carry out the role and therefore this role outline does not list in detail the duties and responsibilities they will assume in order to meet their objectives.

 To support the development, review and implementation of policies and procedures, in particular of:

  • Health, safety and welfare initiatives

  • Risk management initiatives
  • Performance management practices

 To utilise ICT technology and systems effectively by developing appropriate skills, adopting efficient business processes, and maintaining data securely and accurately.

 To work collaboratively in cross functional working groups where required.

 To undertake other ad hoc Health & Safety duties, as business needs require, commensurate within the role.

 5.             WORK CONTEXT (environment, type of equipment)

 This post is a mix of office and site-based duties and will have an element of mentoring other Health & Safety team members. In addition, the post holder will be expected to travel locally to attend meetings with other agencies etc. The post holder may also be required to attend tenant or community events which may take place outside normal working hours. The regular use of ICT systems and technology is a requirement of the post.

 6.             AUTONOMY AND DECISION-MAKING (limits and freedoms)

 The Health & Safety team commit to an annual audit and inspection programme, which is undertaken by all members of the Health & Safety team. The post holder will have a number of audits & inspections to complete each month, but work is typically self-paced within agreed timescales. The post holder has the freedom to make informed decisions in compliance with Health & Safety legislation and in accordance with the Group’s policies and procedures in providing advice, recommendations and solutions to staff and managers on a variety of Health & Safety related issues.

 Examples of the decisions the post can take are:

·      Developing and running a range of initiatives to improve Health & Safety within the approved budgets.

·      Convene meetings with staff, managers or partner organisations.

·      Stop any works or activities that present a significant risk to the health safety or wellbeing of staff, residents or others.

Examples of decisions that are to be referred are:

·      Proposals involving expenditure or policy change.

·      Referral of concerns to statutory bodies (regulatory, data protection etc.)

·      Submission of statutory and regulatory reports and consultation responses are subject to Executive Director approval. 

 Person Specification

  • At least one or more of the following professional qualifications, and commitment to completing any outstanding items: NEBOSH General Certificate, Construction Certificate, Fire Safety Certificate, National Diploma Occupational H&S or equivalent. - Essential - Application / Interview/Certification
  • Membership of a professional body such as: IOSH (Tech IOSH or greater), IIRSM or equivalent. - Desirable - Application / Interview/Certification

KNOWLEDGE & EXPERIENCE

  •  Proven experience in H&S advisor role and demonstrable up to date knowledge of H&S legislation & CPD. - Essential - Application / Interview
  • Evidence of high levels of accuracy, literacy, numeracy and comprehension. - Essential - Application/Ability Test
  • Experience of working within a H&S role in at least one of the following fields: - Essential - Application / Interview
  1. ·         Facilities Management or soft services role (dealing competently with Legionella, Fire                      Safety, Gas, Electric, Lifts and Asbestos)
  2. ·         Social Housing sector
  3. ·         Manufacturing/ assembly, ideally in a wood working environment
  4. ·         Construction / development sites
  5. ·         CDM management

  • Experience of researching, creating, reviewing and updating H&S policies, procedures and risk assessments - Essential - Application / Interview
